While Key Performance Indicators and efficiency are important in both Military and Civilian sectors, the sectors take a different approach to how they select commercial training, specifically in the leadership and culture arena.
By my estimation, due to the transient nature of the military, and the emphasis on doing something different each quarter/year, military members often measure the success of the programs they pursue based on the number of people trained, rather than the impact it has.
While the military emphasizes "what gets measured gets done" in all my career I never engaged in a program that measurably improved our team's performance... let alone in 90 days or less!
